Hopkins District Library Board Meeting Minutes

August 13, 2013

Present: Natalie Bazan, Lynn Francis, Mimi Gabriel, Anita Kerber, David Klink, Chris Navis, Barbara Wrobleski

Absent: Suzanne Antvelink, Karon Dunifin,

1.      Meeting was called to order at 7:00 PM.

2.      Roll Call.

3.      Approval of Agenda

Approved with addition of Open Meetings policy added to new business.

4.      Approval of Minutes

Approved.

5.      Treasurer’s Report

Reviewed report.

Report approved as written.

6.      Correspondence

·         Donation in memory of Jim Hazen will be used for kid’s basketball books and Christmas tree in park.

·         Thank-you for allowing visit from Bob Genetski.

7.      Director’s Report

·         Programs

o   Book club meeting regularly.

o   Community storyteller.

o   Learn to knit/crochet.

o   S’mores & stories.

o   4-H craft day.

o   Old time photos.

o   Jewelry making.

o   Basket weaving.

o   Cookie cutter bird feeders.

o   Pinterest party.

o   Pizza party finale.

o   Fly tying.

o   Computer basics class.

o   Orientation at schools.

o   Friday nights at the library.

o   New state hunter’s safety course.

o   Self-defense class Sep 7.

·         Publicity

o   Up to 139 likes on Facebook.

o   Globe articles.

o   School newsletter – will be submitting events.

o   Village of Hopkins new website & Facebook.

o   New newsletter out.

o   Attending school open houses with informational table (possibly a game and prizes as well).

·         Meetings, workshops, etc.

o   MLA annual meeting in Lansing in Oct.

o   Township meetings.

o   Vice-chair for KDL for PPS meeting.

o   4th of July committee – now the Christmas committee.

o   Rural libraries conference.

o   Advisory council for Lakeland.

o   Lakeland sponsored seminar on library employment law.

·         Building Issues

o   Replacement door installed.

o   New furnace/air units installed.

o   Entry door possibly needs replacing.

·         Budget Issues

o   None.

·         Library Closings

o   None.

·         Volunteers

o   22 people in Friends of the Library group – next meeting unscheduled.

o   Donations of books still arriving.

o   New hardware and digital media lab up and running.

·         Lakeland, State, other library news

o   none.

·         Patron comments and suggestions

o   Book suggestions.

8.      Old Business

None.

9.      New Business

·         Presented checklist for L-4029 form.

·         Procedure for VHS-to-DVD converter complete.

·         Procedure for photo scanner not yet complete.

·         Reviewed digital media lab policy.

o Recommended disclaimer for responsibility of personal property.

o Recommended keeping records for longer period of time.

o Approval postponed until next month.

·         Reviewed new township agreement.

o Agreed to go with “Rental Agreement” over rewritten expired “Building Agreement”.

o Location of use for meeting/reading room should be more clearly defined.

o Remove “as a private residence” from first paragraph.

o Mimi will contact lawyer to review for legal compliance.

o After review by legal counsel and agreed upon by board, contract will be given to Township for review.

·         Reviewed Township/Village/Library agreement as presented by Mark Evans, Hopkins Township Supervisor.

o Recommended that provision for amendment be added.

o Recommended that township and Village agree on document before it is presented to Library.

·         Approved selling of old computers and printer.

·         Discussed Open Meeting Policy

o Voting by email is not allowed.

o Discussed public postings policy.

10.  Public comment

·         Mark Evans, township Supervisor asked several questions:

o What days does library have late hours?

1.      M & W 10–8, Tue & F 10–5, S 10-1

2.      Mark replied that the township had received a complaint of not being able to hear at the Township board meeting due to noise from the library.

o Is the director’s report on-line?

1.      No, but it appears in the minutes monthly.

o Is the treasurer’s report on line?

1.      No, but it is available to anyone requesting it.

o What is our Freedom Of Information Act policy?  Would like a copy.

1.      Will look it up and make available.

o Does library need access to township office located in library?

1.      As the landlord, yes.

2.      Entry log can be created for any library personnel needing to enter office.

11.  Meeting was adjourned at 8:45 PM.

Next meeting scheduled for Tuesday, September 10th at 7:00 PM.
